If you attend School of Engineering at Rutgers-NewBrightChemical Engineering
If you attend School of Engineering at Rutgers-New Brunswick, you get to have the best of both worlds. It is a small college in a big university. This means class sizes are small in engineering, yet you get have a number of Humanities/Social Science courses you can take, and all the libraries are at your disposal. Engineering students will make lots of friends from variety of other fields, not just in engineering.

Rutgers has been great! I am getting a good education for a relatively great price! I'm extremely impressed with the resources available to students as well as the amount of extracurriculars offered. I find my computer science major to be challenging and well respected among those I am seeking employment from.
